This is huge:
Cores may stay idle for seconds while ready threads are waiting in runqueues. In our experiments, these performance bugs caused many-fold performance degradation for synchronization-heavy scientific applications, 13% higher latency for kernel make, and a 14-23% decrease in TPC-H throughput for a widely used commercial database.

It may be useful to read it completely.
Fixes:
- compare the minimum load of each scheduling groups instead of the average
- Linux spawns threads on the same core as their parent thread: a node can steal threads from a another node by comparing the average load
and two others
It is useful to read their tools (online sanity checker for invariants such as "No core remains idle while another core is overloaded")
During the 00s,dozens of papers described new schedling algorithms, [... but] a few of them were adopted in mainstream operatin systems, mainly because it is not clear how to integrate all theseideas in scheduler safely.
Similar the part Related Work describes the current state of the research on other domains: performance bugs, kernel correctness, tracing.

TL;DR security vulnerabilities introduced by new Rust contributors are largely less than C++ contributors. They use the amount of commits to measure it as experience. It confirms the claim of the
Namely, while it may still be true that Rust may feel like a more difficult language to learn, in at least some ways, new contributors benefit from its adoption, with their first contributions being less than 2% as likely to introduce vulnerabilities as C++, and first-time contributors appearing at a notably higher rate in the projects examined.
The results should not be used as is, as there are some effects:
- does Rust increase the number of contributors or does Rust act as its own filter and
reduce the rate of new contributors entirely - it is possible Rust developers are more experienced with programming in general. Note that the study focused on new contributors, not new maintainers.
- at around 18,000 commits, a C++ developer will be less likely to introduce a vulnerability than an equivalently experienced Rust developer.
- Finally, there is some limitation to these results in that they
all come from Oxidation projects.

Computational resources are all resources of energy and material that are involved in any given task that requires computing.
These are finite and do not double every new generation. [...] On the other hand, the demand for computational resources is set to increase considerably. [...] Therefore, as a society we need to start treating computational resources as finite and precious, to be utilized only when necessary, and as frugally as possible.
As detailed in the paper, we cannot count on renewables to eliminate CO2 emissions from electricity in time to meet the climate targets. Reducing the energy consumption is the only option.
The projections at the current rate are also alarming for 2040. Also
The production of this next generation of devices will create more emissions than any operational gains can offset.
Based on https://eeb.org/library/coolproducts-report/ the devices should last 25 years
The vision for zero-carbon compting is then to improve purely through better computing science. The computational capacity will in effect increase without any increase in energy consumption. Meanwhile, technologies for the next generation of devices, designed for energy efficiency as well as long life will be developed.
The author details multiple research challenges in cloud computing, Ultra-HD video &VR/AR (really?), IoT, and mobile devices.
HCI can make users aware of the energy/carbon costs of their actions, nudge users towards more sustainable practices and interfaces can both influence energy consumption and the useful life of devices.

The strain on scientific publishing 📄:
The publishing sector has a problem. Scientists are overwhelmed, editors are overworked, special issue invitations are constant, research paper mills, article retractions, journal delistings… JUST WHAT IS GOING ON!?

A shift from animal-based to plant-based diets in high-income nations could reduce greenhouse gas emissions and increase carbon sequestration. By simulating the EAT-Lancet planetary health diet, it could reduce annual agricultural production emissions by 61% and sequester up to 98.3 GtCO2 equivalent, fulfilling high-income nations' future carbon dioxide removal obligations. Linking land, food, climate, and public health policy is crucial for harnessing the double climate dividend.
